I have to ask a few questions: Had you been given a $12,000 raise? If not, did you tell your supervisor that you were receiving money to which you weren't entitled? Have you told the AG's office why you are entitled to the $12,000? Either way, what did you do to earn the $12,000?

Generally, in order for there to be a constructive discharge, the employer's conduct has to be so intolerable that a reasonable person would be compelled to quit. That does not appear to be your situation.

I haven't taken the time to research the question, but it seems to me that (1) the Pt employees must be paid; and (2) the "over 30" definition of a FT employee is an internal matter for the company. If your concern is that PT employees will become FT employees you can probably give notice that such is not the case.
