Right To Sue

You have 90 days to file a suit in federal court and you MAY have 1 year to file suit in state court IF you did everything correctly. I would assume that the 3 RTS notices deal with the company and two individual defendants.

Answer to Punitive and Compensatory damages of Public Entity

Public Entity

You can sue individual local govt officers, sometimes, for punitive damages, but not the entity itself. You can sue the entity itself for compensatory (economic damages, emotional distress) damages.
