Can an employeer not pay owed sick time?

My husband recently had to call in sick for more then the normal amount of time. He did have enough time in his "sick account" for paid time off. His employeer is now telling him that they will not pay him for 2 of the days that he called in for disaplin reasons.

If he had the time, how can they not pay him for the time if he went through all the correct channels when reporting that he would not be to work?

Normally the employer could not do this. However, you mention that it was for disciplinary reasons. An employer suspend an employee for a period of time without pay, so that might apply here. (I am assuming that he was not being disciplined for being out sick, but rather for some unrelated infraction.)
