Can my Employer force me to take pay for next years vacation and holidays during a layoff?

My company is laying off due to covid 19. The pay during layoff is two weeks pay, then I have to use all vacation time then all holidays for this year. Then all holidays and vacation for next year. After all that time has been used then the company will file unemployment for me. Is this legal? I'm sure they are only doing this to be reimbursed through the cares act. Why else would you pay an employee for vacation they haven't earned and don't know for sure will be with your company that long?
