Can my employer dock holiday pay from my salary?

Employee handbook says if you call off the day before or after a holiday, you will not receive holiday pay.
Does this only apply to hourly employees and not to a salaried employee? I am paid salary and work alot of overtime with no extra pay, so is it legal to do this? Thank you...
