Do I have to pay back use or loose PTO?

I left a company in August. My employment contract states that we have 200 hours of pto to use in a calendar year. PTO may not be carried over or paid out to employee. That is all my contract states. I resigned with a balance of 48 hours. They also require you to schedule four weeks of vacation in advance. Now they are sending me a bill for overused pto. Nowhere in my contract does it state repayment or it reverting to an accrual basis if you leave. To me it is written as use or loose policy. Am I obligated to pay this back?
