I am an employee at a local hospital. There has been talk about sending one of our team members to

another location to work. Can my boss just pick anybody to transfer or does this have to done by seniority?

this will depend on policies, whether there is a contract at issue, and other factors including seniority -- if this is used by the employer for other purposes. So, check the policies and procedures of the employer first.
