If my employer changes me from contractor to employee during this month (October 2015) does my paid time off and sick/personal days count as 2015 and get renewed during 2016? Or does my PTO & sick/personal days get deducted from 2016 ?? IN PA Thanks.

Pay and days off are a matter of agreement between the employer and employee.
