I've exceeded 80 hours each pay period, can those hours be used to reduce my PTO debt?

I am a salary employee that is planning to resign soon. However, illness early in the year caused my PTO balance to go into the negative.

If I've exceeded 80 hours for pay periods prior to my resignation date, can those hours be used to reduce my PTO debt? If so, could overage accrued in 2018 be valid, or just 2019?

Lastly, how long would I have to pay back the remaining PTO hours?
