Whistleblower?

I recently have recently been given a 5 day retroactive suspension without pay for "making a bad decision that led to poor customer service" after an SPI for said incident. I signed the paperwork and "disagreed with review with comment -- in a nutshell, I argued that the guest's actions led to her complaint which led to my wrongful suspension. a month later the same boss tried to deny me FTO that had already been approved by him because "you are only allowed to take X amount of time off". I told him that this was not how the policy worked and ultimately had to get a 3rd party contracted arbitration company to prove him wrong and be allowed the time off. Now he has again approved time off for me and on short notice pressured me into trying to get one of the days covered. I ended up having to call off on that day and am now on SPI again. I feel that this is a chain of retaliation and may be covered under whistleblower protection. is it?
