My job was eliminated after 5 years of service because the office I was working for wasn't profitable for the comany anymore. I was told I would only receive half of my pto. Is that against the law?

If my employer changes me from contractor to employee during this month (October 2015) does my paid time off and sick/personal days count as 2015 and get renewed during 2016? Or does my PTO & sick/personal days get deducted from 2016 ?? IN PA Thanks.
