The United States Department of Labor regulates Wage and Hour issues. This would include the timeliness of hte paychecks (need to be on set pay periods) and the number of hours. Their office in Little Rock is 501.324.5292 - you can submit your question or complaint anonymously. I suspect there is a violation with respect to the issuance of paychecks, but not as to the number of hours.
As for the unemployment insurance, that is required by the Employment Security Department, a state agency for Arkansas. ESD in Little Rock should be able to tell you what the penalties are for an employer who does not carry unemployment insurance.
