what would like to received information on what type of EEOC to file

I am a disable veteran with 30 percent

I started working for VA in 1990 as an Electronic Mechanic

I presently have 25 years

I have several work performance awards

I have never received any disciplinary action against me

I started applying for the It computer job when I received a rift letter around 2001

I have applied for at least 20 computer jobs since 2002 which I still have 18 jobs announcement applications in which qualified for but not selected

As a result thinking I need more education I would pursue more computer classes

During the 11 application the same person has selected someone other than me and he was aware I applied for the other 8 also

Also in 2004 I was a witness on an EEO and made a written statement against this individual

This situation EEO was discussed by the assistant to him in a meeting in 2008

Another incident when I applied for a job at the other sister VA and a friend told me someone has something against me where I work

The last incident where a friend on the interview panel told me the chief and assistant stated I will never work for him because I and he got into an argument some time ago. But I do recall one of my co-workers discussing that argument therefore I feel for ten years he believe I was that person and held me back from receiving any computer job between the two facilities.

My current neck condition is not good I must get a steroid shot every three or four months due to my VA disability and an on the job injury in
1993

I have file an EEO on dated February 26 2010 for reprisal and disability for non selections some guided may be needed for paperwork

Based on non-selection when an female co-worker was hired with no computer background and I was told by a interviewer I was third on the list and when the two applicants turn down job I was passed over.

I will be on vacation from Mar 5-13 out of state

The VA has very stringent and narrow guidelines on filing EEO charges. You have to meet with an EEO counselor within a short time (I believe, from memory, without looking it up, 15 days) and go through an informal process and then request for the charge to be made formal. Thereafter, there is an investigation and eventually a hearing. Most of the things you describe are probably too far in the past to even file a charge. My experience that the deck is stacked against employees even more heavily in the VA than it is for civilian employment, and the deck is stacked against employees even then. I can't tell from the facts you've given whether you have a case or not. I'm doubtful, but you're best bet is to talk with an attorney in your area.
