Am I entitled to benefits?

I've been employed at the same place for the past 13 years, the past 9 being in a union position. My current union contract states "Employees hired after 7/1/2003 shall not be entitled to longevity pay." I was hired in 1997, but joined the union in late 2003. I'm still with the same employer. Am I entited to longevity? It seems that the language neglects to identify whether you must be a union member for all that time or not. Is that implied? There also does not appear to be any sort of sunset clause in the contract. I have never received any longevity to date and have been told I'm not eligible.
