Current company being purchased / possible hire/ being harassed at current job

If I am offered a job by passing the physical and drug screen - and I don't accept the job -- could I still apply for EDD benefits? I have two chronic conditions that make hard to be to work on time - Should I have Dr notes in hand when the interview process happens? I want to be doing the right things - be fully honest with all questions an answers - Another situation is going on at current job - a co worker - I have been being harassed and bullied for 3 years, the person actually has 4 other coworkers keeping tabs on me if I am up and away from my desk - yes I did go to my supervisor and my CEO I work for a well known IPA .. per my CEO .. with her walking the floor.. she never saw anything.. so to her it never happened - it is still happening - the person would also be at the new job. - The person waits for me to be standing and away from my desk - She is also up but not near me - she then goes back to her desk and states I that I was following her .. my health issues alone would not make this possible. - the new company - the employees who stay we would all still be in the same buildings and same desks - I need my job for the insurance - I don't know what to do. Should I tell the new HR person what is and has been been going on? if more information is needed from me.. please ask - thank you
