Is it legal to not have employees document their time at work?

I worked at a store that did not have the employees document when they got to work and when they left. We would only be paid for the time that we were scheduled for which did not include the time that it took to either open or close the store. Also when we had to switch a shift with someone, we actually had to pay that person out of our own pocket if it wasn't an even trade.
