bounced paychecks

Would you please inform me what punishments there are on the state or federal level for an employer bouncing paychecks. I recieved about 7 myself, but there was about 19 in all. Also how long can an employer hold your last paycheck after being fired? My employer gave my last paycheck to a woman who worked for his wife(my landlord)and said that she was going to hold it until I paid my rent. Now no one will return my calls and I still have not recieved my last check. This has been going on for almost 3 weeks now. Any information you can give me will be greatly appreciated.

Paychecks and FLSA

Under the Fair Labor Standards Act (FLSA), employee are entitled to compensation for all hours that they work. If you were not paid for time that you worked, you may have a claim under the FLSA.
